1. Editorial Policies
1.1. Focus, Institutional Overview (Definition of the Journal)

The journal GESTIONES, with E-ISSN: 3028-9408, is funded and published by Investigación de Estudios Avanzados S.A. (IDEASA), established for academic purposes on 09/22/2008 and registered with the National Superintendency of Customs and Tax Administration under RUC: 20492809471.

IDEASA has developed various activities, including: (1) Teacher training under Official Letter No. 306-2009-UGEL 04; (2) Diplomas offered between 2013-2015, sponsored by the Graduate School of "EGV" University under Resolution No. 1557-2013-EPG-UNE; (3) An Institutional Cooperation Framework Agreement with the National University SLG (RR-359-R-UNICA-2018) for training during 2018-2019, which was not carried out; (4) Proposals for free consulting services for some municipalities in Lima starting in 2024; (5) Management of agreements and alliances during 2025 for free training and academic and scientific activities, published in the section: https://gestiones.pe/index.php/revista/Universidades.

The journal Gestiones (GESTIONES) began to publish in 2021 with date: 2021-01-29 all its content in open access.

1.2. Thematic Focus

GESTIONES is dedicated to publishing articles on social management across various fields: Public Management (educational, health, meta-management), Private Management (business development, administrative business promotion), Service Management (labor, public-private, leisure, human potential development, business development planning, legal-administrative management, functional administration), Geo-Environmental Management (geographical, ecological, engineering, development), and Innovative Management.

1.3. Mission and Vision

The journal’s mission is to publish research results related or linked to management, showing significant annual progress and referencing sources from the last five years. It aims to contribute to scientific advancement, collaborating free of charge and in partnership with academic and scientific institutions, as well as universities. Its vision is to become a reference in specific and multidisciplinary scientific publications. Publishing since January 29, 2021 with open access, and sharing under license Creative Commons Attribution 4.0 International (CC BY 4.0) since September 22, 2022. It supports the management of research through dissemination, standing out for its high standards of quality and methodological rigor.

1.4. Scope and Objectives

Revista Gestiones is a scientific journal edited by IDEASA, with Spanish as its official language, and abstracts available in English, Portuguese, and French. It primarily publishes Original Research Articles, Full Articles, Short Communications, Review Articles, Reflections, among others, written in Spanish, English, French, or Portuguese, provided they pass the peer review process. Since 2022, each article is fully translated into English in both PDF and HTML formats.

The journal targets students, professionals, and postgraduates from various fields. Its objective is to disseminate scientific knowledge through the publication of research that contributes to the development of different areas of knowledge and to the well-being of society. It accepts original and unpublished articles under open access and peer review. The journal contributes to scientific knowledge and the development of the academic and research community in the field of Social Sciences or related to management. It follows a continuous publication model with a single annual issue. The average time from submission to publication is two months, starting in 2025.

1.5. Target Audience of GESTIONES
Different groups within the academic, scientific, and professional spheres, as the journal covers a wide range of management areas, making its audience diverse and varied; with a predominance of scientific article dissemination.

1.6. Article Review Policy (System of peer review)

Preliminary Review: Within less than 7 days, the editor or editorial team verifies alignment with: II. General instructions for all articles; if not met, the article will be returned to the authors for correction and resubmission in the same field, provided the topic is relevant; otherwise, the article will be rejected. Some aspects for article acceptance include:

  • Significant contributions to the scientific and academic community, preferably based on experimental studies and in English;

  • Explicitly stating that references were verified by the authors, highlighting those from WoS and Scopus in yellow, and up to 3 articles from this journal (see the Statistics menu for high-impact references).

  • Articles must be submitted through the GESTIONES Platform, exceptionally via institutional email to: revistagestiones@gmail.com, registering the co-authors' initials on the first page of the article to ensure anonymity; in the email subject, include the article title in two languages (one of them English).

Subsequently, if deemed appropriate, the Editor will select two external reviewers and assign them.

1.6.1. Reviewer Selection
Reviewers are carefully selected from a database of recognized experts in the respective research areas, ensuring objective, impartial, and conflict-of-interest-free evaluations. The double-blind peer review system ensures that authors and reviewers remain anonymous. Reviewers are free to accept or decline reviewing an article, and this decision will not affect their relationship with the journal. As a token of appreciation, they will receive certification upon request via email. Having published in the journal, they may become reviewers after at least one calendar year has passed; all review assignments are anonymous.

1.6.2. External Peer Review
As mentioned earlier, the article is thoroughly evaluated by two external experts under the double-blind system. The reviewers' opinions will be communicated to the authors within two weeks; if there are discrepancies between reviewers, the Editor will assign a third reviewer. Editorial notes, historical articles, communications, briefs, and case studies are evaluated exclusively by the Editor and an anonymous member of the editorial committee; they may be rejected or published within approximately two weeks.

In all cases, the possible conclusions of the review are:

(a) Approval for publication.
(b) Necessary modifications before publication.
(c) Rejection for publication.

The journal ensures that no article will be published without prior favorable evaluation by at least two reviewers. Authors can check the status of the review process via the platform or email. If modifications are required, authors must respond to the observations within 15 days; if the deadline is exceeded, the article will be indicated for a new proposal pending review.

Accepted and edited articles will be sent to the authors for final review. Authors must return the article with their approval for publication within 15 days.

The opinions and all information expressed in the articles are the sole responsibility of the authors, who must adhere to these commitments (see 3.1.1.).

The Editor verifies compliance with section 1.6.3 and decides whether to reject it or send it to production for editing, layout, and publication; this process takes approximately one week.

1.6.3. Process in Case of Research Misconduct
The journal strictly adheres to the ethical standards established for scientific research and publication, in accordance with the recommendations of the Committee on Publication Ethics (COPE). Misconduct includes plagiarism, fictitious or illegitimate authorship, data manipulation, and duplicate publication.

1.6.3.1. Plagiarism Detection
All submitted manuscripts undergo a plagiarism detection process using Turnitin software for approximately 3 days. If the article has less than 18% similarity, the information is confirmed, and it moves to the final phase: publication. If it exceeds the mentioned percentage, it will be rejected, and the authors will not be able to submit articles during the current year.

1.7. Privacy Statement
The personal data provided by authors, such as names and email addresses, will be used exclusively for purposes related to the evaluation and publication process of articles in the journal; they will not be shared with third parties or used for other purposes.

1.8. Editorial Management

Managed by the Director/Editor and editorial committees, responsible for admitting original and unpublished articles, with more than 70% of research within the scientific and academic fields. GESTIONES is permanently open to the participation and collaboration of external reviewers and authors not affiliated with the editorial committees of GESTIONES or IDEASA.

1.8.1 GESTIONES (starting in 2025) takes approximately 2 months from article receipt to publication, through the following interaction flow:

2. Code of Ethics and Editorial Best Practices

The journal GESTIONES operates under the ethical standards of the Committee on Publication Ethics (COPE) and the Creative Commons Attribution 4.0 International (CC BY 4.0) license. This means users have the right to read, adapt, remix, transform, download, copy, distribute, print, search, or link to the full texts of the articles and build upon the material for any purpose, as long as they credit the author and the original source of publication. Sharing, copying, and redistributing the material in any medium or format is permitted. The journal GESTIONES does not charge processing, publication, or access fees; that is, there are no Article Processing Charges (No APC).

Articles may be used as data in software or for other legal purposes. Therefore, the general public may use the documents published in the journal, provided they correctly cite the original source (journal name and edition). Authors, in turn, are free to reuse their works, respecting the same licensing terms.

2.1. Copyright 

The scientific journal GESTIONES is open access, shares articles under the terms of the Creative Commons Attribution License (CC BY 4.0), and allows unlimited use, distribution, and reproduction in any medium, provided that the original author and source are properly cited.

The names, data, and email addresses entered in the GESTIONES Journal will be used exclusively for the purposes stated by this journal and will not be available for any other purpose or to any other person.

Articles published in the Revista GESTIONES represent the views and responsibility of the authors and do not constitute the official opinion of the publisher of the journal: IDEASA.

Authors must strictly adhere to ethical standards in publication, as established by the Committee on Publication Ethics (COPE). Fabrication or falsification of data, plagiarism—including duplicate publication of the same work by the authors without proper citation—and misappropriation of work are unacceptable practices.

The author (or co-authors) retain copyright over their article, but Revista GESTIONES reserves the publication rights, as well as the rights to compile them. By submitting an article to Revista GESTIONES, the author accepts the conditions established by the journal. Once the journal exercises its right to publish the article, the authors retain their copyright without restrictions.

2.2. Usage Rights:

Authors are allowed and encouraged to disseminate their works electronically and deposit articles in institutional repositories or other types of repositories, retaining their rights after publication. This can foster productive exchanges and facilitate broader and earlier citation of published works.

Articles published by this journal are governed by international standards on copyright protection, with specific Copyright © criteria; all publication rights of the articles belong to the respective authors, and all publications are licensed under the Creative Commons Attribution 4.0 International license.

3. Functionality and Editorial Commitments

The journal publishes articles with scientific rigor through the Open Journal Systems (OJS) software, and the metadata of the articles can be automatically collected from the OAI-PMH. In the subtitle of each article from the years 2023 and 2024, references (Ref) with the highest percentage from the last four years were used. Starting in 2025, the article titles (in English) will progressively be stored under the "How to cite" option to be referenced in APA and other citation styles.

The same authors should not have accounted for more than 20% of the publications in a single issue up to the year 2023; starting in 2025, only one publication per issue will be allowed. This is intended to promote heterogeneity and plurality of authorship. Committee members are exempt from publishing in this journal.

3.1. Authors' Commitments: Authors must ensure that their work is original and unpublished; without fragments from other published works and must ensure the accuracy of the information used; they must not submit the same article to multiple journals simultaneously or repeat fragments in more than one submission; they must correctly indicate all references, preferably from journals indexed in Scopus or WoS, highlighting the title of each referenced article in yellow in two languages, one of which is English (in parentheses). Co-authors must be those who have significantly contributed to the article. Additionally, research data may be provided if requested by the Editor or reviewers and must be maintained throughout the review process. They must declare the absence of conflicts of interest and specify any type of funding. In case of significant errors in the article, the corresponding author will inform the Editor via the GESTIONES email to correct them during revisions; otherwise, they will assume responsibility for what is published. Authors are responsible for the content of the article.

3.1.1. At the end of the article, include the following information:

  • Contributions of the co-authors: All coauthors have contributed to this article by mutual agreement and are responsible for all the information in this article; each member through the following contributions:

    Author names (distribute the contributions made): Conceptualization, Data curation, Formal analysis, Fund acquisition, Investigation, Methodology, Project administration, Resources, Software, Supervision, Validation, Visualization, Writing – original draft, Writing – review and editing.

  • Research funding: Self-funded, or indicate the funding source.

  • Declaration of interests: The authors declare no conflicts of interest that could have influenced the results obtained or the information provided.

  • Informed consent statement: The study was conducted respecting the Code of Ethics and Editorial Best Practices for publication.

  • Usability: Acknowledge that the This article is shared under the License Licence Creative Commons Attribution 4.0 International (CC BY 4.0) license, which includes all the freedoms mentioned in the section above (2. Code of Ethics and Editorial Best Practices).

3.2. Reviewers' Commitments
Reviewers are responsible for communicating to the Director/Editor within a maximum of one week their willingness to review the assigned article within the indicated timeframe (otherwise, their participation will be omitted, and other reviewers will be selected). They must verify that the articles are original and unpublished, critically, objectively, and constructively evaluate the articles, and communicate to the editors to make decisions on their viability. They must complete the evaluation within the assigned time. Articles must be considered confidential and should not be discussed without the consent of the editors. The review must be based on scientific criteria and not personal ones, indicating clear reasons for the assessments made. Additionally, reviewers must thoroughly review the article, point out key bibliographic references that the authors may have omitted, and detect overlaps with other published works. The information obtained during the review must remain confidential and should not be used for personal benefit. Reviewers must not have conflicts of interest.

3.3. Editors' Commitments
Editors are responsible for selecting expert and objective reviewers to ensure the scientific quality of the articles. The evaluation of articles must be based solely on scientific merit, without discrimination based on the author's personal factors. Editors must maintain the confidentiality of articles, authors, and reviewers, preserving anonymity throughout the process. They must not use the contents of the articles for their own interests. Additionally, they commit to meeting the established deadlines for the review and publication of works.

3.3.1. They will include: A header on all pages with information on the Volume number (Vol.), Annual publication number (No.), (year), online location ["e"- last two digits of the year and article order]; journal name, online registration number (E-ISSN: 3028-9408); journal data. Followed by the article title in the original language and (in English); or in English and (in Spanish).

3.3.2. Edit on the first page (one line): "Preserved in Zenodo," DOI link followed by the statement: "the authors are responsible for the information in this article."

3.3.3. Include (for publications starting in 2024): In the footer on all pages, insert the information:

This article is shared under the License Creative Commons Attribution 4.0 International (CC BY 4.0) license and the respective logo of said license, with pages numbered from 1 to the last page.

4. Management of Information Originality

4.1. Anti-Plagiarism
After receiving articles, one of the first verifications is their originality. GESTIONES adheres to the standards of the Committee on Publication Ethics (COPE). Turnitin anti-plagiarism software is used to review articles and accept those with a maximum similarity level of 18%. If the percentage is higher than mentioned, it will be returned to the corresponding author, indicating that they must reduce the percentage; informing them that their article is inadmissible and they will not be able to submit articles to GESTIONES for five years from the incident.

GESTIONES does not tolerate plagiarism, fraud, or misconduct, and therefore establishes mechanisms to prevent and remedy it: (a) during the editorial process, GESTIONES avoids the publication of plagiarism, fraud, and misconduct using peer opinion and text review with TURNITIN as a tool to detect it. (b) After publication, if duplication of articles or plagiarism (emission of information omitting the original source), fraud, or misconduct is detected, it will be communicated via email to the indicated parties; if not modified within 2 chronological weeks, it will be reported to the Committee on Publication Ethics (COPE). (c) Alteration of processes, results, misconduct, and falsification (manipulation of research materials, equipment, processes to alter data or results, as well as the change or omission of data or results) is considered.

4.2. Self-Archiving
The journal GESTIONES allows authors to self-archive their works, giving them the right to deposit copies in personal or institutional repositories, as long as the original publication in GESTIONES is acknowledged, promoting the dissemination of knowledge and open access to research.

4.3. Digital Preservation
The journal GESTIONES considers the preservation of academic and scientific knowledge important, adopting a self-archiving and digital preservation policy in Keepers to ensure the continuous availability and accessibility of content for future generations, through the initiatives:

4.3.1. The editorial management of GESTIONES is carried out through the Open Journal Systems (OJS) software, with OAI, interoperability protocol, and the LOCKSS plugin enabled for digital preservation and restoration purposes.

4.3.2. Registration of articles in the National Library of Peru through the Legal Deposit of digital copies (with an archive of all articles published that year appearing in the annual publication of GESTIONES). Additionally, in the Zenodo repository using the Digital Object Identifier (DOI) for articles published since 2023.

4.3.3. Authors who have written articles in this journal are responsible for the information and thematic data contained in their research, as indicated earlier in section (3.1. Authors' Commitments).
