Introduction : la maintenance soutient le bénéfice des investissements en infrastructures sociales après la clôture de l'exécution. Objectif : décrire le cadre réglementaire de la maintenance des plateformes Tambos et son lien avec l'indicateur sectoriel d'écart. Méthodologie : analyse de contenu normatif de neuf instruments en vigueur et traitement des registres institutionnels de l'exercice 2026, en appliquant les fondements ISO 55000 et le cycle de pérennisation des bénéfices. Résultats : trois désalignements ont été identifiés ; de portée, car les instruments couvrent un facteur de production sur les quatre évalués ; budgétaire, une mesure fiscale ayant supprimé 34,11 % du plan annuel ; et temporel, avec des plateformes liquidées sans infrastructure opérationnelle. Conclusions : le système régit l'exécution de la maintenance mais ne gouverne pas la pérennité du bénéfice ; un modèle de gouvernance avec plan de pérennisation est proposé.
